The Town of East Spencer, located in Rowan County, North Carolina, is a growing community of approximately 1,707 residents. We are seeking a motivated, community-minded professional to serve as our Human Resources Specialist / Town Clerk.
This position provides an opportunity for someone who is passionate about both human resources and local government to make a meaningful impact.
We are looking for someone who does more than simply complete assigned tasks. The ideal candidate will have a genuine desire to help make the Town of East Spencer better by identifying opportunities for improvement, strengthening processes, developing effective policies, supporting employees, and helping promote efficient, transparent, and professional local government.
Position Summary
The Human Resources Specialist / Town Clerk performs a combination of human resources, administrative, records management, and municipal government functions.
As the Human Resources Specialist, this position supports and leads key HR functions, including recruitment and retention, employee relations, benefits administration, onboarding, personnel records, compliance, policy development, and employee engagement.
As the Town Clerk, this position attends Board meetings, prepares and maintains official municipal records, assists with meeting administration, supports public records and records retention requirements, and works closely with the Town Manager, Mayor, and Board of Aldermen to support effective and transparent governance.
The successful candidate will be expected to work collaboratively with Town leadership and employees while maintaining confidentiality, professionalism, accuracy, and sound judgment.
Key Responsibilities
Human Resources
- Coordinate recruitment, hiring, onboarding, and employee separation processes.
- Maintain confidential personnel files and employment records.
- Administer employee benefits and assist employees with benefits-related questions.
- Support payroll and timekeeping processes as assigned.
- Assist with employee relations, workplace concerns, and performance-related matters.
- Maintain compliance with applicable federal, state, and local employment laws and regulations.
- Assist with the development, review, and implementation of personnel policies and procedures.
- Identify opportunities to improve HR processes, internal procedures, and employee services.
- Assist with employee engagement and retention initiatives.
- Coordinate required employment documentation, training, and compliance records.
- Work with department heads and Town leadership on personnel matters.
- Maintain confidentiality regarding sensitive employee and personnel information.
Town Clerk / Municipal Administration
- Attend and support regular and special meetings of the Board of Aldermen.
- Prepare agendas, meeting materials, minutes, notices, and other official documents as assigned.
- Maintain official municipal records in accordance with applicable laws and records retention requirements.
- Assist with public records requests and records management.
- Prepare and distribute meeting notices and other required public notices.
- Maintain official ordinances, resolutions, policies, agreements, and other municipal documents.
- Serve as an administrative point of contact between the Board, Town Manager, employees, residents, and outside organizations.
- Assist with elections and other municipal activities as assigned.
- Support communication and coordination between Town departments and leadership.
- Assist with ensuring that administrative processes are organized, consistent, and transparent.

Qualifications
- Experience working in municipal or local government is preferred.
- Knowledge of federal and North Carolina employment laws and regulations is a plus.
- Ability to maintain confidentiality and exercise sound judgment.
- Ability to work independently while also collaborating effectively with Town leadership and staff.
- Strong computer and administrative skills.
- Bilingual English/Spanish candidates are strongly encouraged to apply.
Required Qualifications
- Bachelor’s degree in Human Resources , Public Administration, Business Administration, or a related field or a combination of relevant education and experience.
- Human resources experience
- Strong organizational and communication skills.
Compensation & Benefits
Salary: $50,000 – $70,000 annually, depending on qualifications and experience.
